Should this be hbs only since this is handled by prettier in template tag?

probably, but maybe not? apparently some people don't use prettier -- but we need to go through all rules, and assign hbs-only, gjs-only, and update docs etc in another pass.
I'm currently just trying to get ember-template-lint brought in via #2371
